The Administrator also noted that just <br />because a piece of equipment is budgeted for replacement in a <br />given year, does not mean it will be replaced in that year. If the <br />life of the equipment can be extended, staff will continue to utilize <br />it with replacement delayed until it must be replaced. <br />Anderson asked about the purchase of used trucks. The City <br />Administrator reported that it has proven cost efficient for the City <br />to purchase new pick-ups and utility trucks while purchasing used <br />snowplowing trucks, if available. The City has purchased trucks <br />through the State bidding process or purchased demos, therefore, <br />has gotten good prices on pick-ups and utility trucks. Used <br />vehicles of this type have typically been used hard and have not <br />had much life left in them. <br />The City Administrator reviewed the 10% Fund Budget noting the <br />decrease in revenues. He attributed this decrease to the economy, <br />competition from adjacent bingo halls, and the Fact that the <br />Brady's pull-tab location has not been in operation for the past <br />several months. <br />As part of the 10% Fund Budget, the Administrator noted that <br />$82,500 has been budgeted for restoration of the Pioneer Park <br />soccer field. The field turf was destroyed this past summer and <br />needs to be completely restored. That restoration includes <br />enhancement of subsoils to create a better growing area for grass <br />as well as the installation of additional drain tile. In analyzing the <br />damage that the field sustained this year, it was discovered that the <br />soil is made up of a lot of clay. T'he area is also poorly drained and <br />easily compacted. <br />The Parks & Recreation Director reported that when the field was <br />developed 10 or 12 years ago, it was constructed for casual soccer <br />use. Over the years the increasing interest in soccer has resulted in <br />very heavy use of this field. That, coupled with the wet summer, <br />resulted in the destruction of the field grass. The Director <br />anticipated that the field would not be ready for use until 2004. He <br />noted, however, that the City has use of the soccer fields at <br />Roseville Area Middle School, and that most of the City's <br />recreation program games could be played on fields in <br />Maplewood. <br />Scalze asked if there was any way to recoup some of the costs for <br />field reconstruction from the informal adult teams that heavily <br />utilize this field.
