MINUTES
CITY COUNCIL
NOVEMBER 20, 2002
REZONING Fahey opened the public hearing to consider the rezoning of the
Oh' CITY City-owned property on Noel Drive from Single-Family Residential
PROPERTY (R-I) to Public (P). The Planning Commission recommended
ON NOEL approval of the rezoning.
DRIVE
There was no one present from the general public present wishing to
comment on this matter.
Upon motion by Scalze, seconded by Montour, the public hearing was
closed.
Scalze introduced the following resolution and moved its adoption:
RESOI UTION NO. 2002-I1-275 -APPROVING THE REZONING
OF NOEL DRIVE PROPERTY (PROPERTY ID NO. 05-29-22-34-
001 Z) FROM SINCiL E FAMIL Y RE,SIDENTIAI. (R-I) TO PU13L IC
(P)
The foregoing resolution was duly seconded by Anderson.
Ayes (4) Scalze, Anderson, Fahey, Montour.
Nays (0). Resolution declared adopted.
DRYWALL Fahey noted that at the previous Council meeting, there was discussion
SUPPLY about the need for more City control over the back lot of the Drywall
ADDITION Supply Addition. There was also consensus on the part of the Council
that the third canopy that exists on the property could remain for
screening purposes provided that the exterior of the canopy is surfaced
with stucco. Fahey also noted the need for the property owner to enter
into a Development Agreement with the City that addresses the timing
of development of the two lots abutting Country Drive.
The City Planner indicated that there was discussion about rezoning
the entire site to Planned Unit Development (PUD) rather than just
having a PUD overlay in place. The primary differences in the PUD
zoning acrd the PUD overlay is that PUD zoning is reflected on the
City's zoning map and puts potential purchasers of a property on
notice as to its zoning. A PUD zoning would also provides the City
Council with more review authority as to what happens on a property.
Scalze noted that the property is currently zoned Business
Warehousing ('B-W). The proposal is to rezone the back lot to Light
Industrial (I-1). Scalze noted that the I-I zoning allows outdoor
storage on a site and that storage is not limited to the business located
7
