Under I-I, the property owner would be allowed to <br />lease portions of the property to outdoor storage users. <br />Fahey felt that the I-1 zoning could result in the misuse of outdoor <br />storage and agreed that a PUD zoning would be preferable and provide <br />the Council with more control. <br />The Planner noted that when this site became available, the Council <br />changed the provisions of the B-W Zoning District and eliminated <br />outdoor storage as an allowed use. The property owner has now <br />requested a reintroduction of the outdoor storage use on the back lot. <br />Therefore, the proposal is to rezone that back lot to I-I . The Planner <br />suggested that the I-I zoning with a PUD overay would provide the <br />City with site control. The Planner noted that the PUD overlay <br />provides a mechanism under which the Drywall Supply Addition can <br />be developed with no public street for the back lot as well as multiple <br />accesses and shared driveways. <br />Anderson pointed out that Mr. Johnson could sell the property and the <br />current use could be discontinued for a period of time. Anew property <br />owner would be able to come in and utilize the site for outdoor <br />storage, both his/her own as well as rental outdoor storage. Anderson <br />noted that the City would have no control under that scenario. <br />Anderson suggested that PUD zoning would provide the City with the <br />control it needs and ensure that any outdoor storage use is pertinent to <br />the business occupying the property. <br />The City Planner agreed that under the I-1 zoning with a PUD overlay, <br />if Mr. Johnson discontinued his use for a period of time, his PUD <br />Permit for outdoor storage would lapse and the property would be <br />open to any allowable I-I use. Therefore, the Planner suggested that <br />the Council either amend the current B-W zoning to allow outdoor <br />storage as an accessory use or rezone the property to PUD. <br />The City Administrator noted that any rezoning of the property should <br />be subject to Mr. Johnson entering into a development agreement with <br />the City. That development agreement will address such things as <br />limits on the amount of outdoor storage as well as no rental outdoor <br />storage. <br />Fahey felt that the rezoning the property to PUD ensured the most <br />control for the City. Fahey pointed out that the PUD is being created <br />to fit the Drywall Supply use of the property and the benefit for the <br />City is the increased development of the site. <br />
