Ms. Jessica Jagoe, Associate Planner <br />September 4, 2018 <br />Page 3 <br /> <br />- Traffic that will be generated by the AFSA school site was added to the traffic <br />that will be generated by the Caribou Coffee use. The analysis showed no <br />appreciable change in traffic operations and found that the I-35E Southbound <br />Ramps/Little Canada Road/Country Drive system of intersections will operate at <br />LOS D and the southbound approach on Country Drive operating at LOS F; just <br />the same Levels of Service forecast to occur with the Caribou Coffee shop alone, <br />without the AFSA school. <br /> <br />- Efforts to reduce the average amount of time vehicles are delayed at these <br />intersections, under each of these three development scenarios (Existing 2018, <br />Forecast Year 2020 with Caribou Coffee, and Forecast Year 2020 with Caribou <br />Coffee and AFSA), were successful. Analysis showed that by “optimizing” the <br />traffic signal timing, average vehicle delay can be reduced and LOS can be <br />improved without constructing additional lanes. <br /> <br /> The “optimization” was tested using SYNCHRO, a computer program that <br />assesses signalized and unsignalized intersection operations. It was found that <br />“optimizing” the I-35E/Little Canada Road/Country Drive intersection would not <br />negatively impact operations at the other traffic signals comprising the system. <br />In other words, improving the signal timing at this one intersection would not <br />affect operations (or queuing) at the I-35E Northbound Ramps or Centerville <br />Road. Overall, “optimization” would result in LOS C/D under all conditions at the <br />I-35E Southbound Ramps/Little Canada Road/Country Drive intersection. <br /> <br />3. The proposed use will generate low traffic volumes. The analysis conducted to <br />quantify trip generation for the proposed school use showed the following. <br /> - Daily……………………………..428 trips <br /> - AM Peak Hour: <br /> Inbound…………….122 trips <br /> Outbound……………82 trips <br /> Total………………….204 trips <br />- PM Peak Hour: <br /> Inbound……………… 0 trips <br /> Outbound……………. 0 trips <br /> Total……………………. 0 trips <br /> <br />Because the volume of traffic that will access the entrance and exit driveways is so <br />low, turns into and out from the proposed use will not negatively affect the <br />movement of northbound and southbound traffic on Country Drive, and traffic <br />operations at the “T” intersections formed by the driveways and Country Drive will <br />be LOS A and LOS B.
