Ms. Jessica Jagoe, Associate Planner <br />September 4, 2018 <br />Page 20 <br /> <br /> <br />These trips were added to the existing traffic volumes that were counted in August by Biko <br />Associates to represent the forecast 2020 condition with the Caribou Coffee store in place.1 <br />After the trips were added they were distributed according to the trip distribution percentages <br />outlined in the Alliant Engineering traffic study and then assigned to the street system’s <br />intersections. Table 7 presents the <br />AFSA school site trip generation for daily traffic and the AM and PM peak hours. <br /> <br />1 According to the Alliant Engineering traffic study, it was not necessary to apply a growth rate to <br />the 2018 observed traffic volumes to forecast 2020, because “historical annual average daily traffic <br />(AADT) volumes provided by the Minnesota Department of Transportation (MnDOT) via its Traffic <br />Forecasting & Analysis website were reviewed to determine traffic growth trends within the study <br />area. The historical data indicated a long-term declining trend in Little Canada Road traffic volumes <br />over a 20-year period, and rather than assume a continuing decline in background traffic volumes <br />for year 2020 conditions, existing year 2018 traffic volumes were maintained to provide a <br />conservative analysis of future conditions.” <br />
