MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2018 <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2018-11-231 -APPROVE THE RESOL UTION <br />PROVIDING FOR THE ISSUANCE AND SALE OF HEALTH CARE <br />FACILITIES REVENUE NOTE FOR LANGTON PLACE PROJECT, <br />SERIES 2018 <br />The foregoing resolution was duly seconded by Torkelson. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />PRESENTATION — Ramsey County Commissioner Mary Jo McGuire reviewed the County's <br />RAMSEY COUNTY mission and goals, and how the County was restructured a few years ago. <br />COMMISSIONER She reported that they now have an Open Data portal where anyone can go <br />MARY JO MCGUIRE online to see many of the County's documents and information. She stated <br />that there is a public hearing on the 2019 supplemental budget on November <br />26, 2018 at 6:30 p.m. at the Union Depot. She explained that 49 percent of <br />the County's budget goes to the Health and Wellness Department, then 18 <br />percent each to Safety & Justice and Economic Growth and Community <br />Investment. She stated that 42 percent of the County's revenue comes from <br />property taxes, 27 percent from intergovernmental revenue, and 22 percent <br />from charges for services. <br />Commissioner McGuire reported that Ramsey County was selected for two <br />grants from the Pritzker Children's Impact Network for children up to age <br />three. She stated that a county -wide community health assessment was <br />conducted to determine what is helping and keeping residents and their <br />families healthy. She stated that the County is working on community <br />engagement and updating their policies, and will be focusing on the 2020 <br />Census through Complete Count Committees. She reported that the 2018 <br />Elections had high turnouts during both the Primary and General Elections. <br />She noted that there will be a new Sheriff and County Commissioner <br />starting in January. <br />Commissioner McGuire stated that bids for the Rice Street & I-694 <br />interchange are going out in December and work will start in Spring 2019. <br />She noted that the bridge will be kept open for most of the project. She <br />stated that Little Canada is partnering with Vadnais Heights on <br />improvements to County Road D from Greenbrier to Payne Avenue, but the <br />County will wait since they are still working on the design and hope to be <br />able to do work in a year or two. <br />Keis asked about the status of the Vadnais Heights dome and stated that type <br />of facility is needed in the area.
