He noted that staff is recommending the hearings be held on <br />Thursday, January 24 starting at 6:00 p.m. <br />Montour asked why the County Road D project is not going all the way to <br />Labore Road. The Public Works Director stated that Ramsey County is <br />not sure what design they want so they are not willing to commit to <br />anything more yet. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2018-12-252 — ACCEPTING THE FEASIBILITY <br />REPORTS AND CALLING FOR IMPROVEMENT HEARINGS ON <br />JANUARY 24, 2019 STARTING AT 6:00PMFOR THE TWO 2019 <br />STREET IMPROVEMENT PROJECTS <br />The foregoing resolution was duly seconded by Montour. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />NORTH SUBURBAN <br />The City Administrator stated that the North Suburban Communications <br />ACCESS <br />Commission (CTV) has proposed some changes to the annual service <br />CORPORATION <br />contract for each of its contract communities. He explained that due to a <br />PROFESSIONAL & <br />40% funding cut related to the Comcast PEG grant, CTV has had to <br />TECHNICAL <br />reorganize in order to better serve their partner cities. He stated that he <br />SERVICES <br />received an updated agreement with a change to the opt -out time period so <br />AGREEMENT <br />that it is consistent at 90 days for both CTV and the cities. <br />Keis asked how many cities in the commission are signing this contract. <br />Montour stated that this business model of CTV providing production <br />services is in use by seven of the nine contract cities, and also by <br />Maplewood. Montour stated that he realizes it will be an impact on <br />current city staff, but feels this is a win for the City, and the City will see a <br />savings. He noted that a portion of the fees from Comcast and <br />CenturyLink are transferred from the City's Cable Fund into the General <br />Fund every year, and the Council would like to be able to continue doing <br />that in order to keep the levy low. <br />Torkelson asked if this would eliminate the current in-house staff. The <br />City Administrator stated this would give us the opportunity to re-evaluate <br />our priorities. <br />Torkelson stated that he is hesitant to eliminate the in-house staff and <br />stated that discussions with staff and the Council have been that <br />productions are desired. <br />
