MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2018 <br />Montour stated that he thinks that a smaller city would really want to use <br />this business model. Torkelson stated that he does not think that any other <br />city in the CTV commission have any better video content than we do. <br />Torkelson is questioning why we even need CTV and not going straight to <br />YouTube with the city meetings since the community survey shows that <br />very few people are watching the meetings on cable. Montour stated that <br />people would not be able to watch several local events. He questioned <br />why so many other cities are still using cable if it is not still viable. <br />Torkelson stated that he is agreeable to using CTV to cablecast the city <br />meetings, but is concerned about losing the in-house capabilities. <br />Montour stated that CTV has the technical expertise and production <br />abilities to do whatever we want. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2018-12-253—APPROVING THE 2019 NORTH <br />SUBURBANACCESS CORPORATIONAGREEMENT WITH THE <br />STATED AMENDMENT AS PRESENTED BY THE CITY <br />ADMINISTRATOR <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PURCHASE The Public Works Director stated that the City's jetter/vacuum <br />COMBINATION combination sewer cleaning machine was purchased in 1999 and it has <br />SEWER now reached the end of its useful life. He explained that staff has been <br />MACHINE researching a new machine and narrowed the choices down to either an <br />Aquatech or Vactor brand. He stated that he received a quote for each <br />brand of machine, along with the trade-in offer from two vendors, and the <br />net price of the two machines is virtually the same. The Public Works <br />Director stated that staff recommends purchasing the Aquatech <br />combination sewer machine at a price of $390,962.00 plus tax and license <br />fees from Flexible Pipe and Tool Company. He noted that they have <br />offered a trade-in amount of $20,000 for the current Vactor machine. He <br />stated that staff believes the current Vactor can be sold for between <br />$20,000 and $35,000. He explained that $450,000 was budgeted for this <br />machine in the 2019 Sewer and Water Capital fund, and any funds <br />received from the sale of the existing equipment would be revenue back to <br />this fund. <br />7 <br />
