MINUTES CITY COUNCIL DECEMBER 19, 2018 Keis introduced the following resolution and moved its adoption: RESOL UTION 2018-12-254 — APPROVING THE PURCHASE OF THE AQUATECH JETTER/VACUUM COMBINATION SEWER CLEANING MACHINE FROM FLEXIBLE PIPE TOOL COMPANY ATA PRICE OF $390,962.00 PL US TAX AND LICENSE FEES The foregoing resolution was duly seconded by McGraw. Aye (5). Nays (0). Resolution declared adopted. EDUCATION The City Clerk reported that staff is proposing to increase the annual REIMBURSEMENT maximum tuition reimbursement amount per employee from $3,500 per POLICY year to $4,500 due to the rising cost of tuition. She noted that the AMENDMENTS educational reimbursement benefit is an important incentive for employee growth and retention. She explained that staff is also proposing some additions to language in the policy that would require an employee to reimburse the City if they leave the City's employment within two years of completing a class. The City Administrator clarified that the reimbursement funds must be budgeted so they are not automatically approved. Montour introduced the following resolution and moved its adoption: RESOL UTION NO. 2018-12-255 APPROVETHE EDUCATION REIMBURSEMENT POLICY AMENDMENTS AS PRESENTED The foregoing resolution was duly seconded by Fischer. Ayes (5). Nays (0). Resolution declared adopted. SET 2019 COUNCIL The City Administrator stated that staff recommends the Council set the MEETINGS & 2019 meeting schedule according to the regular second and fourth WORKSHOPS Wednesdays at 7:30 p.m., with the except of November and December. He noted that a calendar was included in the staff report with the proposed meeting dates highlighted. The City Administrator stated that staff is also proposing the Council consider setting a regular monthly workshop in order to help staff better plan for workshop agenda items and reduce publication costs every time a workshop is called. He noted that the workshop could be canceled if not needed, which is easier than adding one.
