MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2019 <br />explained that the primary mission is to represent cities at the Legislative <br />Branch and Metropolitan Council. She stated that they are an affiliated <br />organization with the League of MN Cities, but are separate. She <br />explained that they are looking out for the cities needs and interests, along <br />with paying close attention to fiscal disparities. They advocate for <br />redevelopment, economic development, and housing tools and resources. <br />She noted that they do not lobby on specific city issues, but will help a city <br />with their efforts. <br />The City Administrator stated that the membership fee is included in the <br />budget for next year, and since Little Canada has not been a member for <br />many years, they have offered a 50% discount for the first -year dues, <br />which will be $2,069. <br />PRESENTATIONS: <br />Susan Vento, District 11 Metropolitan Council Member, explained that <br />SUSAN VENTO, <br />she had been an elementary teacher in Wilmar, then worked for the <br />METROPOLITAN <br />Minnesota Education Association and Education Minnesota for many <br />COUNCIL <br />years, and was recently appointed to the Metropolitan Council by the <br />REPRESENTATIVE <br />Governor in March. She is serving on the Community Development <br />Committee, Audit Committee, Environment Committee, and the Rush <br />Line Policy Advisory Committee, along with recently being asked to <br />represent the Metropolitan Council as a non -voting member of the <br />Environmental Quality Board. She represents 13 cities and townships, and <br />noted that District 11 includes three counties. <br />Torkelson asked if there are any committees that City Council members or <br />City Staff could serve on. Ms. Vento stated the Livable Communities <br />Committee and a couple of transportation committees are options. She <br />stated that there is an appointment process done in the spring. <br />PUBLIC HEARING - <br />The City Administrator stated that this is the final step in the review of <br />RENEWAL OF <br />the request to renew the Interim Use Permit at Fra-Dor. He noted that the <br />INTERIM USE <br />Planning Commission discussed this request at their meeting on <br />PERMIT FOR <br />September 12 and recommended approval of a 20-year permit or the <br />AGGREGATE <br />length agreed to by the Council. He stated that the primary issue for <br />STOCKPILING & <br />tonight is to review the terms in the agreement. He explained there are <br />RECYCLING AT <br />some things in the current agreement that are proposed to be removed, <br />FRA-DOR; <br />and he will bring it back to the Council for approval. He noted that the <br />APPLICANT: FRANK <br />idea behind an interim use permit is that the use has a sunset date, <br />FRATTALONE <br />whereas a conditional use permit permanently runs with the land. He <br />stated that direction from the Council is needed on the length of the <br />interim use permit and the terms in the agreement. He noted the host fee <br />will also need to be discussed. <br />2 <br />
