MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2019 <br />Frank Frattalone, Nick Frattalone and Justin Boss, representing Fra-Dor, <br />were in attendance. Frank Frattalone stated their business is not clean <br />and tidy, but they are doing everything they can to be a good neighbor <br />through controlling noise and dust as much as possible. He explained <br />that they have plans to improve the property further by paving more area <br />and updating the buildings. He noted that they are providing an <br />important service by recycling asphalt and concrete which used to be <br />buried, and governments are requiring that all pavement that is removed <br />must be recycled, so the product needs to go somewhere. He stated that <br />having the interim use permit for at least 20 years is important to justify <br />the improvements they are planning. <br />Justin Boss, General Manager at Fra-Dor, stated there are 20 employees <br />at Fra-Dor. He explained that they are sweeping more of the road than <br />what is just in front of their site, or their neighbors parking lots, and they <br />help out their other business neighbors with any rock or gravel needs they <br />have, and offer discounts to Little Canada residents. <br />Nick Frattalone, Frattalone Companies, stated that they do a really good <br />job keeping the whole area looking very good, and they are at the entrance <br />to the industrial park. He reported that it is important to maintain the tax <br />value, and the host fee they pay to the city is equal to abo Lit 30% of the tax <br />rate. He stated that it is likely not feasible on this property to have a fully <br />developed site. Keis stated that there has not been a demand to buy this <br />site, and he realizes that thesoils are questionable on this property. The <br />City Administrator noted that the agreement must be approved by October <br />31, 2019. <br />McGraw asked when the building improvements would be done. Frank <br />Frattalone explained that the building improvements would be done over <br />the winter and the paving done in the spring. He stated that major <br />renovations would be done to the outside of the buildings to dress them <br />up, and an addition to the smaller building. <br />Fischer stated that he feels this is a great use for this particular site and this <br />company has demonstrated over the years that they are a good business <br />and good neighbors, and he is pleased with their willingness and desire to <br />reinvest in the community and in their business. He stated he is fine with <br />a 20-year term, and it could be reviewed in five-year intervals to give <br />people a chance to speak, but it is still a 20-year tenn. Keis stated that he <br />agrees with Fischer's comments, and appreciates the Frattlone's efforts on <br />the site and to the community. Montour stated he was part of the initial <br />discussions about this site and was a proponent of only allowing the <br />permits for five years, but now after seeing what is happening here, he is <br />happy to give them a 20-year permit. He wants to make sure that the City <br />has tight control over the height of the gravel hill. He realizes that it is <br />3 <br />
