MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2019 <br />INTERIM USE <br />PERMIT TO ALLOW <br />A TEMPORARY <br />CLASSROOM AT <br />3205 COUNTRY <br />DRIVE; APPLICANT: <br />FINISHING TRADES <br />INSTITUTE OF THE <br />UPPER MIDWEST <br />somewhat seasonal and the height varies, but he wants to make sure it <br />stays under control. He does not feel that a review every five years is <br />needed. McGraw agrees that reviews every five years is unnecessary, and <br />he has no issues with a 20-year term. <br />Torkelson asked when the fee was set and what is proposed for the next <br />step. The City Administrator explained that it progressed up to 20 cents <br />over time after starting at 10 cents. Nick Frattalone stated that the increase <br />to the fee be annually and have it be tied to the CPI index that is <br />established, and has provided information to the City Administration. <br />Montour stated he was fine with that proposal. McGraw is agreeable to <br />the City Administrator working out those terms. Fischer agreed. The City <br />Administrator stated he would work out the financial details and the <br />agreement would come back to the Council on the consent agenda for final <br />approval. <br />Keis opened the public hearing. No one from the public spoke. <br />Upon motion by Montour, seconded by McGraw, the public hearing was <br />closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2019-9-106—APPROVING RENEWAL OFA 20- <br />YEAR INTERIM USE PERMIT TO FRA DOR, INC. FOR <br />AGGREGATE STOCKPILING & RECYCLING AT 3101 & 3137 <br />CO UNTR Y DRIVE, PENDING FINAL APPROVAL OF THE <br />INTERIM USE PERMIT AND AGREEMENT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />The consulting city planner, Grittman, reported that the Finishing Trades <br />Institute of the Upper Midwest is located in the building at 3205 Country <br />Drive, and they are seeking approval to locate a temporary classroom on <br />the property to the south or southeast of the current building. He <br />explained that the classroom trailer would be located in the existing <br />parking lot area for a period of up to three years. He noted that since the <br />request is temporary only in this case, the City can consider the classroom <br />under an interim use permit as part of the existing PUD. He stated that the <br />applicant indicates that up to 40 students would occupy the building <br />during daytime hours, Monday through Friday. <br />Cl <br />
