MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2019 <br />Grittman explained that the site is zoned PUD, Planned Unit <br />Development, and was part of the PUD rezoning that established allowed <br />uses and limitations on the adjoining Drywall Supply property, now <br />occupied by Pallet Service Corporation. He stated that the primary <br />purpose of the PUD zoning district for this site was to manage the <br />subdivision and redevelopment of the property as it transitioned from a <br />single user lumber yard to a subdivide multiple occupancy property. <br />Under the PUD, all of the adjacent businesses utilize a common access <br />driveway from Country Drive, but are otherwise independent sites. <br />Grittman stated that the Comprehensive Plan shows primarily office, <br />warehouse and industrial uses in this area. <br />Grittman explained that the locations proposed would not appear to raise <br />issues for the function or appearance of the development, and would have <br />limited visibility from Country Drive. He explained that the interim use <br />permit would specify the time limit, and the City would utilize a written <br />agreement to ensure that the building is removed in a timely manner. <br />Grittman stated that the applicant has provided two alternative locations <br />for the proposed building. He explained that Option 1 locates the building <br />within the south parking lot, along the main access driveway. This <br />location would have the easiest access to the main driveway and would <br />occupy approximately 15 parking spaces. He reported that Option 2 <br />locates the building along the east building wall, near the southwest corner <br />of the building, also taking up some parking lot area. He stated that <br />Option 1 had been recommended in the staff report, but there is more than <br />enough parking, and the Planning Commission explored the two locations <br />and parking situation. He noted there was a neighboring property owner <br />at the Planning Commission meeting who lobbied for Option 2, which is <br />also the applicant's preferred location because it would be easier to serve <br />the trailer with the utilities from the building. <br />Grittman reported that planning staff recommends approval of the interim <br />use permit for up to three years, along with the conditions listed in the staff <br />report and the additional condition from the Planning Commission for a <br />drive aisle of at least 24 feet if Option 2 is used. He stated that typically a <br />development agreement is used in a case like this, but staff will be <br />providing an action summary to the applicant which they will sign as an <br />agreement to the terms of the Interim Use Permit. <br />McGraw clarified that the trailer would only be in use when there is access <br />into the main building for sewer and water use. Grittman stated that was <br />the case. McGraw asked if the applicant was planning to add space within <br />the current building or are they planning to build an outside addition to the <br />building. <br />5 <br />
