MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2019 <br />sanitary sewer manhole adjustments and infiltration and inflow repairs, <br />and stone sewer structure improvements. She reported that a <br />neighborhood meeting was held to present the proposed improvement to <br />the residents on October 29, and the majority of those in attendance were <br />in favor of the improvements. She stated that after the meeting, City staff <br />added an optional sidewalk along the south side of the roadway from <br />Centerville Road to Desoto since the route is identified in the City's Parks <br />and Recreation Master Plan. <br />The Assistant City Engineer stated the estimated overall project cost is <br />$964,494, which includes an optional sidewalk along the south side of <br />Allen Avenue from Centerville Road to Desoto Street with an estimated <br />cost of $282,679. Keis clarified that the cost of the sidewalk would be <br />paid by the City and not assessed. <br />The Assistant City Engineer stated that the City has an assessment policy <br />and each unit cost for Allen Avenue improvements would be <br />approximately $2,550. She stated that the homeowner's association is <br />considering also having the private cul-de-sacs improved along with <br />Allen, but the association would be responsible for the entire cost for the <br />cul-de-sacs. Montour asked if there was right-of-way along Allen <br />Avenue. The Engineer stated the City has 60 feet of right-of-way along <br />- - - - - - - - - - - - - Allen Avenue, -so- there is room to add a -sidewalk.- She -stated that they - <br />need to have a decision from the homeowner's association no later than <br />January 8, 2020 on whether they want to include the cul-de-sacs in the <br />City's project. The City Administrator reported that he is looking for <br />some outside funding sources to help with the sidewalk costs. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2019-11-133 — ACCEPT THE FEASIBILITY <br />STUDY FOR 2020 ALLENA VENUE IMPROVEMENT PROJECT & <br />CALL FOR IMPROVEMENT HEARING ON JANUARY 8, 2020 AT <br />7.30PM <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). Fischer abstained. <br />Nays (0). Resolution declared adopted. <br />CONTRACT FOR The Finance Director explained that the five-year contract with the current <br />AUDIT SERVICES audit firm, CliftonLarsonAllen LLP ended after the 2018 audit, and per the <br />City's Financial Policies, consultant performance should be conducted at a <br />minimum every five years to ensure that services are being provided at an <br />appropriate of level and price. She explained that five proposals were <br />received, with pricing option for both the audit firm preparing the CAFR <br />11 <br />
