MINUTES <br />CITY COUNCIL <br />JANUARY 24, 2001 <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Fahey, seconded by LaValle, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2001-1-22 -APPROVING THE CONDITIONAL. <br />USE PERMIT TO OPERATE A CAR RENTAL BUSINESS AT 2608 <br />RICE STREET AS REQUESTED BY MR. PATRICK O'BRIEN <br />SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS <br />OF THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5) LaValle, Montour, Scalze, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />PLAN REVIEW, Mayor Fahey opened the public hearing to consider application for a <br />CUP, AND Conditional Use Permit for ofl=site parking and a Property Division as <br />PROPERTY requested by St. John's Church of Little Canada as well as review plans <br />DIVISION - for the addition of new school facilities at the Church. The Planning <br />ST. JOHN'S Commission recommended approval of the requests subject to compliance <br />CHURCH OF with the recommendations of the City Planner and City Engineer. <br />LITTLE <br />CANADA <br />Scalze noted the comments of the City Engineer regarding fire lanes <br /> around the building. <br /> Dave Heller, the architect representing St. John's, indicated that he is <br /> working with the Fire Marshal on this issue and will comply with his <br /> requirements. Heller noted that there is room for fire lanes around the <br /> building. <br /> Scalze also pointed out the Engineer's comments about run-off from roof <br /> drains flowing directly into Savage Lake. <br /> Tom Siser, civil engineer representing St. John's, indicated that Ramsey <br /> Washington Watershed has indicated that they have no ordinance saying <br /> this is prohibited. He did not feel it was feasible to pipe this flow to a <br /> pond because the invert is too low. <br /> Scalze asked about the issue of two curb cuts on Little Canada Road. The <br /> City Planner pointed out that his recommendation was to restrict the curb <br /> cuts to one, if possible. He indicated that the applicant was concerned <br /> about service vehicles coming in and out of the site and felt it would work <br />
