MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 2001 <br />this temporary help in the investigation unit takes time away from patrol <br />functions. <br />Fahey asked about the DARE program, the benefit it is having and if the <br />program should be expanded. Altendorfer reported on the positive experience <br />that DARE provides for children and communities, but noted that it is difficult <br />to obtain a hard measure on benefits. Luey reported that the studies he has <br />read indicated that DARE works, but acknowledged that there would be <br />benefit to expanding the program to middle schools. Luey pointed out that in <br />addition to the problems with funding an expanded program, there are also <br />problems fitting DARE into middle school curriculums given the graduation <br />standards that must be met. <br />Anderson asked if DARE cannot be funded at both the grade school and <br />middle school levels, at which level would it have the most effectiveness. <br />Luey felt the core DARE exposure should be at the grade school level. If <br />funding is available, there should be follow up in middle school and even a <br />half-day DARE presentation to first graders. <br />The Council and the Sheriff's Department discussed the shift of school district <br />resources from DARE to school resource officers. The Sheriff s Department <br />pointed out that these two areas provide very different functions with DARE <br />officers filling the role of mentors and friends and SRO's serving as a re-active <br />police presence in schools. <br />The City Administrator indicated that the contract cities group has discussed <br />DARE at length and the majority did not appear interested in eliminating it <br />from the services provided by the Sheriff s Department. They are interested, <br />however, in augmenting the effectiveness of the program. <br />Anderson asked about the issue of sharing of information between law <br />enforcement agencies. Altendorfer reported that the Sheriffs Department is in <br />the process of implementing a new records management program. In addition <br />to that, there are efforts underway to improve the sharing of information across <br />county lines. <br />The Sheriff s Department and the Council discussed the recommendation that <br />an automated pawn system be implemented at Lincoln Pawn. The Council <br />asked that the Sheriff s Department provide information identifying the cities <br />that have required pawn shops have this system as well as what the pawn shop <br />license fees are in these cities. Moore noted that Lincoln Pawn has worked <br />very cooperatively with the Sheriff s Department. <br />The Council asked what assistance the Sheriff s Department can provide in the <br />area of code enforcement.
