MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 2001 <br />The Public Works Director reviewed a map of the area as well as the <br />ownership of the parcels affected by the improvement. He then reviewed the <br />feasibility study for the parking lot improvement as well as alternative plans <br />for improving the parking lot. The Public Works Director recommended the <br />layout identified as Proposal #4, which provides for one-way traffic through <br />the site, 9 foot wide parking stalls, and a total of 45 parking stalls. The Public <br />Works Director estimated 47 parking stalls currently exist in the lot. The <br />Public Works Director also recommended that banner poles be relocated from <br />the Little Canada Road/Lakeshore Avenue area at the entrance and exit for the <br />parking lot as well as on the corner. He also described landscaping and bushes <br />proposed on the corner as well as along the 5 foot buffer edges of the lot. <br />The Public Works Director reported that if the corner landscaped area were <br />enlarged and 10 foot buffer edges were installed, parking spaces would be <br />reduced to 37 spaces. Another option presented provides for an even larger <br />landscape area while reducing parking spaces to 33. <br />Fahey pointed out that the City has a joint use agreement for the parking lot <br />with St. John's Church, and indicated that parking in this lot is critical to the <br />Church's use. Therefore, a substantial reduction in parking spaces will have a <br />negative impact on the Church. That may change, however, with the new <br />building construction proposed at St. John's. The City Administrator reported <br />that the Planner's report for the St. John's building proposal calculated that <br />there were currently 51 parking spaces in the Little Canada Road/McMenemy <br />Road lot. <br />Montour expressed concern with the ability to maintain vegetation in the 5 foot <br />buffer area. The Public Works Director reported that he is trying to identify <br />plantings that would withstand salt and snow. <br />Fahey indicated that he favored additional landscaping on the corner as well as <br />the banner poles proposed. However, Fahey felt from a functional standpoint, <br />the landscaping along the edges should be eliminated. <br />The Public Works Director pointed out that the estimated cost of Option #4 <br />was $86,144 if concrete curb and gutter is used inside the parking lot and <br />$102,644 if concrete curb and gutter is used both inside and outside the <br />parking lot. The Council discussed the use of concrete curb and gutter and it <br />was their consensus that it be used inside the parking lot only. It was pointed <br />out that the bituminous curbing on the outside of the parking lot was in good <br />condition. <br />The City Administrator indicated that if the Council is comfortable with <br />proceeding with this project as a public improvement, an improvement hearing <br />should be called.
