MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 2001 <br />Theis reported that some of the neighbors are concerned about garbage trucks <br />and other vehicles turning around in their driveways. He also noted the City <br />Engineer's recommendation for a temporary turn-around. Theis stated that he <br />was agreeable to the recommendation of the City Engineer, and felt a <br />temporary turn-around will improve the existing situation. He also pointed out <br />that at some time in the future when the road is extended, the blacktop for the <br />turn-around would be removed and the road extended south. He also noted <br />that he will jog the road slightly so that Leeward Way will straddle the lot line <br />to the south. <br />The placement of the temporary turn-around and its relationship to the new lots <br />was discussed. Scalze asked if the matter should be tabled until a diagram <br />showing the turn-around was prepared. <br />The City Administrator suggested that if the Council is comfortable, they could <br />approve the property division subject to satisfactory review of the turn-around <br />by the City Engineer. Theis requested that the Council act on the matter this <br />evening pointing out that the Pelzer's are purchasing a new home and cannot <br />close on that house until this matter is resolved. <br />Greg Lancette, 791 LaBore Road, stated that he wanted to make sure that the <br />jog in the road happens so that Leeward Way would line up to straddle the lot <br />line between his property and 785 LaBore Road. <br />Scalze pointed out that the Planning Commission recommended the jog in the <br />road be a condition of approval. <br />LaValle asked Mr. Lancette about development of the entire street at this time. <br />Lancette replied that he was not willing to develop his property until there is a <br />commitment from the owners of 785 LaBore Road to sell their property to a <br />developer. <br />Jim Otto, 3025 Leeward Way, reported that the City Engineer informed him <br />that the temporary cul-de-sac would be large enough so that cars could turn <br />around. It may not be possible for garbage trucks to turn around in the cul-de- <br />sac, however. <br />The City Planner agreed that most cars will be able to turn around in a 30-foot <br />cul-de-sac. He suggested that garbage trucks would be able to turn around if <br />they do athree-point turn. <br />Scalze asked if the cul-de-sac was large enough pointing out that it may exist <br />for some time. Her concern was with garbage trucks and large vehicles having <br />to back out of Leeward Way. <br />
