MINUTES
CITY COUNCIL
APRIL 11, 2001
LaValle suggested that the matter be tabled pending additional information on
liquor training, the costs associated with alcohol compliance testing, and
information relative to police calls at some of the businesses that generate a lot
of police calls.
The City Administrator pointed out that the increases proposed were discussed
by the Council at budget time and were built in the 2001 Budget. He also
noted that notices were sent to the liquor establishments relative to the
increases. To increase the license fees proposed would require additional
notification to the liquor establishments.
Scalze noted the discussion last year related to liquor license increases and the
Council's decision to delay increases until 2001 given the impact of the Little
Canada Road project on liquor establishments. She also noted that the liquor
establishments were notified that these increases would be considered at this
evening's meeting, and there are no representatives of the liquor
establishments present.
LaValle stated that he had no problem with the increases proposed this
evening. However, he felt that some additional research should be done
relative to liquor training and consideration given to providing incentives for
participating in this training. It was suggested that a future workshop be held
on this issue and that the liquor establishments are invited to the workshop.
Anderson also suggested that the liquor license survey be updated. Anderson
felt that the City should be maximizing this revenue source based on a
comparison of what the surrounding cities are charging.
The City Administrator suggested that the workshop be held at some point
prior to consideration of the 2002 Budget.
Tom Day, Lakeshore Avenue, indicated that his reaction is that the City has
been a discount provider in terms of liquor license fees compared to what other
cities are charging. Day felt that liquor establishments serve a limited need,
and that the focus should be on encouragement for businesses that provide
services to a greater segment of the population.
Mr. LaValle introduced the following resolution and moved its adoption:
RESOLUTION NO. 2001-4-8I -APPROVING THE FOLLOWING 2001
LIQUOR LICENSE FEES AS PROPOSED 73Y CITY STAFF:
ON-SALE T3'INE $400
ON-SALE INTOXICATING $3,000
ON-SALE 3.2 $I50
