MINUTES <br />CITY COUNCIL <br />APRIL 11, 2001 <br />Council to update the City on the substance abuse court that has been created <br />in the County for both adults and juveniles. <br />The Council noted the fact that fines are not covering the City's prosecution <br />costs, and Judge Smith suggested that the City contact Chief Judge Larry <br />Cohen should this matter. LaValle asked that Judge Smith inform Judge <br />Cohen that the County would like him to attend a Council meeting in order that <br />this issue can be discussed. <br />The Council thanked Commissioner Wiesner and Judge Smith for their <br />presentations. <br />RESTRICTIONS The Council reviewed information relative to the State's consideration <br />ON of placing restrictions on the sale of phosphorus lawn fertilizers as well as <br />PHOSPHORUS the Ramsey/Washington Watershed's support of these restrictions. It was <br />LAWN the consensus of the Council that restrictions on the sale of phosphorus lawn <br />FERTILIZERS fertilizers would have to be made at the State level given the difficulty for the <br />City to enforce such restrictions. <br />Mr. LaValle introduced the following resolution and moved its adoption <br />RE.SOI_UTION NO. 200]-4-84 -SUPPORTING STATE LEGISLATION <br />RESTRICTING THE SALE AND USE OF PHOSPIORUS LAWN <br />FERTILIZERS <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) LaValle, Anderson, Montour, Scalze. <br />Nays (0). Resolution declared adopted. <br />ACCEPTANCE The City Administrator reviewed staff s report relative to the costs <br />OF CREDIT associated with the acceptance of credit cards to pay for various City <br />CARDS services. Given the costs and the fact that the use of credit cards will <br />negatively impact the City's revenue streams, it was the recommendation of <br />the Administration that the consideration of the acceptance of credit cards be <br />re-evaluated at the time the City pursues the acceptance of building permit <br />applications, recreation registrations, etc. on-line. <br />The Council agreed with this recommendation, and no action on the part of the <br />Council was needed at this time. <br />COMMONBOND The City Administrator reviewed the proposed purchase agreement with <br />PURCHASE CommonBond for the piece of property adjacent to the Garden Terrace <br />AGREEMENT senior apartment complex. It was noted that this parcel has been donated to the <br />City by the Market Place Shopping Center. CommonBond is proposing to <br />
