MINUTES <br />CITY COUNCIL <br />APRIL 25, 2001 <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2001-4-103 -APPROVING THE AWARD OF BID <br />PACKAGES A AND B FOR THE LITTLE CANADA ROAD AMENITY <br />WORKASRECOMMENDED BYHOISINGTONKOEGLER GROUP <br />SUBJECT TO VERIFICATION THAT THE PAVERS INCLUDED IN <br />THE BID PACKAGES MEET THE CITY'S SPECIFICATIONS <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) Scalze, Anderson, Montour, LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />SCULLEY Mr. Fahey recommended that the Council authorize the City Engineer <br />PROPERTY and City Attorney to commence whatever studies or actions necessary to <br />determine the impact of adjacent development on the Sculley and adjacent <br />properties in Little Canada. Fahey reported that the Sculley's contend that <br />development in the City of Maplewood has increased the amount ofrun-off <br />onto their property. Fahey felt that the City needed to serve as an advocate for <br />its citizens and take an aggressive approach in determining if and what the <br />impact has been on this property. <br />Scalze suggested that the Pogreba property be included in these studies. <br />Fahey stated that the City of Little Canada is not assuming any liability with <br />regard to detrimental impact on the Sculley and adjacent properties. However, <br />he felt that the City had to serve as an advocate for its citizens. He indicated <br />that it would appear logical given the amount of adjacent development in <br />Maplewood, that Little Canada properties are being affected. <br />The City Administrator pointed out that the Watershed has reviewed 1940's <br />aerial information on this area and their position is that the flood plain has not <br />changed. He also noted that a hydrological study of this area would be very <br />expensive. <br />The City Administrator reported that when the Council last discussed this <br />matter, a workshop was to be scheduled with the property owners, <br />representatives ofthe Watershed and the City of Maplewood after the property <br />owners produced the documentation that they indicated they had. However, no <br />information has been submitted. The Administrator recommended that the <br />City proceed with this meeting as soon as possible. This will get all the issues <br />on the table. He further suggested that if a hydrological study is necessary, the <br />Watershed maybe able to assist with it. <br />
