MINUTES <br />CITY COUNCIL <br />Nlay 23, 2001 <br />The Council and Public Works Director discussed in detail the need for <br />upgrades to the men's room. It was the consensus of the Council that unless <br />these improvements are required by ADA, they should not be made at this <br />time. The Public Works Director indicated that he would verify this <br />information. Fahey suggested tliat the ADA requirements be confirmed by the <br />City Attorney and/or the architect with regard to both men's room upgrades <br />and the need for a women's restroom and lockers. Fahey again stated that the <br />City should not proceed with these improvements unless they are required. <br />It was also noted that should the City sell the existing facility, unless the use of <br />the building is changed, ADA improvements are typically not triggered. <br />The Council discussed the need for upgrade to overhead doors. It was the <br />consensus of the Council that new operators should be installed on the doors. <br />However, there was no need at this Cime to widen the doors given the probable <br />short-term use of the building by the City and Che fact that the existing doors <br />will likely be adequate for a new user. <br />The Council was agreeable to proceeding with the welding improvements <br />recommended by the Public Works Director. <br />Council then discussed HVAC improvements, that it was their consensus that <br />these improvements should be delayed at this time given the potential for <br />short-term use of the building by Public Works. Anew user of the building <br />may not have the need for an air exchange system of this nature. LaValle <br />suggested that the Director obtain firm bids for these improvements suggesting <br />that they may come in lower than the $62,000 estimated. If they did, the <br />Council may want to consider proceeding. Scalze suggested that if bids are <br />requested, that the request for bids be made in August or later since they would <br />likely be lower given the off-season. <br />Fahey pointed out that if redevelopment of the Rice Street/Little Canada Road <br />area occurs within the next couple of years, the City's next focus would likely <br />be the Public Works facility. This would be the last City facility that would <br />need to be addressed from along-term use standpoint Scalze asked how the <br />City would pay for a new Public Works facility. <br />The City Administrator suggested that a new facility could be financed from <br />the Water & Sewer Capital 12eserve account. <br />Fahey suggested that if it appears that the existing facility will be continue to <br />be used beyond the next four years, the Council will have to consider <br />additional improvements from those agreed to tonight, including a new roof. <br />
