MINUTES <br />CITY COUNCIL, <br />AUGUST 22, 2001 <br />Bowie felt that right-of--way should have been taken for Condit Street when <br />Kandice Heights and the Biagini buildings were developed. Bougie repo~Yed <br />that his house has been condemned twice when the freeway was put in. He <br />property has already given right-of--way for Condit Street, and he does not feel <br />more right-of--way should be taken from his property. Bougie indicated that <br />his property also gave right-of--way for Yorkton Ridge. Bougie expressed <br />concern that 50 teet is needed for Condit. <br />The City Administrator explained that right-of--way does not mean street <br />pavement. The standard residential street would be a 30-foot wide pavement <br />with ] 0 feet on either side for utilities and snow storage. <br />Bougie pointed out that the pavement is currently 24 feet wide. <br />Fahey noted that Condit Street is currently substandard and if it were to be <br />reconstructed it would be built to City standards. <br />Bougie pointed out that the pavement for Nadeau Road is 26 feet wide. <br />Scalze noted that Nadeau Road was put iu prior to the adoption of the City's <br />street reconstruction policy. <br />Bougie was concerned that if Condit Street is made wider there will be more <br />traffic on the road. Bougie also expressed concern for the extension of Condit <br />Street to ,Little Canada Road. <br />Scalze pointed out that there has never been a proposal to put Condit Street <br />through to Little Canada Road. The City Administrator indicated that the City <br />has no proposal at this time to reconstruct Condit Street. However, some day it <br />will be reconstructed. The Administrator also pointed out that extending <br />Condit to Little Canada Road has never been discussed by staff, and noted <br />there is no motivation to put the street through since there would be no gain in <br />developable land. The Administrator reported that at the time the City <br />considers reconstructing Condit Street, a neighborhood meeting would be held <br />and issues such as appropriate pavement width would be discussed with the <br />neighborhood. <br />Fahey indicated that at the time Condit Street is reconstructed, his vote would <br />be fora 50-foot right-of--way width and reconstruction of the street to City <br />standards. Fahey stated that he is sympathetic to the property owners' <br />concerns on the issue of the easement, and indicated that staff will research the <br />matter. However, the right-of--way for Condit Street will need to be aligned <br />appropriately. Fahey agreed this is the time to address the right-of--way issue <br />given that there is a development going in. <br />
