M 1 N UI'GS <br />CITY COUNCIL <br />DLC1;MBrR 19, 2001 <br />The City Administrator recommended that the commercial street rate be set at <br />$86.75 per lineal foot which is up from the $85.00 used on the Little Canada <br />Road project. He noted that there is no cap in play for commercial properties. <br />Fdowever, due to the nature of the 2002 improvements, $86.75 per foot is being <br />recommended from a consistency standpoint. <br />Mr. Montour introduced the following resolution and moved its adoption. <br />RESOI,UT/ON NO. 200]-12-29~ -SETTING THE COMMERC7A1. <br />STREET RATE AT $86.75 PER LINEAL FOOT FOR THE 2002 <br />/MPROVEMENT PRO./ECTS BASED ON THE REC'OMMENDAT ION <br />OF THE CITY ADMINI STRATOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Montour, L.aValle, Scalze, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />The City Administrator recommended a $I.50 per lineal foot assessment <br />reduction in the capped assessment rate if boulevard restoration is done via <br />seeding versus sodding. The Administrator indicated that most neighborhoods <br />have expressed an interest in this concept, and staff feels the end result would <br />be better. However, property owners will be responsible for watering. <br />Anderson asked if this option would be offered to commercial properties as <br />well as residential. The Administrator suggested that this be looked at on a <br />case-by-case basis. Council agreed. <br />Council again discussed the potential for City participation in the Ryan Drive <br />improvement at a rate of 20% of project costs. The Administrator indicated <br />that when the project was done in the early 1990's, there was <br />acknowledgement of all parties concerned about the deficiency of the road. At <br />that time the property owners paid 60% of improvement costs, the City paid <br />20%, and Art Ryan paid 20%. After the improvement was completed, the City <br />accepted Ryan Drive as a public road. The Administrator also pointed out that <br />when this improvement was made, the City obtained waivers of the right to <br />appeal assessments from the Ryan Industrial Park property owners. <br />Fahey questioned why the City would want to participate ai a 20% cost level in <br />the cw'rently proposed Ryan Drive improvement. He also questioned why all <br />the property owners in the park would want to pay for the improvement when <br />they can access their properties via Spruce Street. <br />The Cow~cil discussed the new information about the pylings under the road <br />which are from an old raihoad bed. <br />zz <br />
