MINUTES <br />CITY COUNCIL <br />JANUARY 5, 2000 <br />Fahey noted that until recently the Tri-County League did not offer <br />fastpitch for 10 and under. However, they do now, and Fahey felt that <br />Little Canada should as well. <br />Morelan suggested that the flyer include a separate sentence indicating <br />that players may try out for a team at a level equivalent to one year. That <br />would allow 10 year olds to try out for the 12 and under team, but not 9 <br />year olds. <br />Fahey raised issue with the policy statement that all participants would be <br />ensured equal playing time. Fahey felt that fastpitch was a different <br />environment from slowpitch because of the skill level that is required. <br />Fahey suggested that the statement be revised to say that equal playing <br />time would be encouraged consistent with the player's abilities, team <br />rules, and attendance requirements. Fahey felt the word "encouraged" <br />should be used rather than "ensured". <br />The Director pointed out that the fastpitch guidelines are just "guidelines". <br />This is a document that is distributed to coaches as a guideline for running <br />their teams. <br />Morelan asked if there was a similar document for baseball, basketball, <br />etc. The Director replied that because of the nature of the competitiveness <br />of fastpitch and the fact that there are try-outs, the guidelines were put <br />together. There is not a similar document for the recreation level <br />programs. <br />Fahey suggested that the philosophies in the fastpitch guidelines would <br />apply to every program the City offers. The Director indicated that the <br />Recreation Department tries to instill these philosophies to all its programs <br />and communicates these philosophies at coaches training sessions. <br />Morelan pointed out the statements in the guidelines of providing <br />opportunities to all residents. Morelan suggested that taking that guideline <br />one step further, that non-resident players should be cut before resident <br />players during try-outs. <br />Fahey pointed out that the City's recreation program is dependent on <br />neighboring communities. Fahey also suggested that to be competitive, <br />teams need the players with the best abilities. <br />Morelan felt that there was a big difference in having the ability to play <br />and in being one of the nine best players. <br />11 <br />
