MINUTES <br />CITY COUNCIL <br />JANUARY 5, 2000 <br />and Lake Street was the result of neighborhood input during the <br />improvement hearing process for those streets. <br />Pedersen indicated that he travels Jackson Street and he questions the need <br />for a stop sign at this intersection. Pedersen felt that the traffic volumes at <br />the intersection do not warrant the stop sign, and questioned the use of a <br />stop sign as a means of slowing down traffic. <br />It was agreed that the stop signs were not installed at Jackson at Lake <br />Streets based on traffic volumes. Morelan indicated that there is no <br />question that the stop signs have slowed traffic on Jackson Street. Scalze <br />agreed, and indicated that she was not in favor of removing the stop signs <br />unless the neighborhood initiated this request. <br />Morelan noted that the City did receive a petition from property owners <br />along Demont requesting removal of the stop sign. <br />Council discussed the possibility of having a traffic study done. The City <br />Administrator reported that the Ramsey County Sheriff's Department, <br />City Engineer, and Public Works Department could do some traffic counts <br />and observation of the area. There was some information of this nature <br />presented to the Council when the matter was initially considered. The <br />Administrator noted that traffic volumes will not likely warrant the signs. <br />He also noted that using stop signs for traffic speed control is not <br />recommended. <br />Pedersen stated that it does not seem logical to have stop signs at this <br />intersection and felt their placement should be reviewed. <br />Scalze felt there are a lot of different reasons that stop sign have been <br />installed, and noted that the signs at Allen and Desoto were installed at the <br />request of the neighborhood. <br />Fahey suggested that staff provide Council with the initial information that <br />it reviewed at the time the stop signs were considered. He agreed, <br />however, that the signs were placed at the request of the neighborhood in <br />an effort to slow traffic speeds. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOI.
