MINUTES <br />CITY COUNCIL <br />JANUARY 5, 2000 <br />LEGISLATIVE Thursday, January 27, 2000. The Council reviewed a listing of <br />ISSUES issues and indicated the following as the top five issues affecting Little <br />Canada: <br />*Telecommunications Restructuring; <br />*Election Issues; <br />*Sales Tax on Local Government Purchases; <br />*Fees for Service; <br />*State Aid Formulas. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2000-1-I1-INSTRUCTING THE CITY <br />ADMINISTRATOR TO INFORM THE RAMSEY COUNTY LEAGUE <br />OF LOCAI, GOVERNMENTS OF THE CITY'S TOP FIVE <br />LEGISLATIVE ISSUES FOR DISCUSSION WITH STATE <br />L EGISI ATORS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />FASTPITCH Fahey indicated that he would like to see the opportunity for residents <br />POLICY to register for an age 10 and under fastpitch girls' softball league. He <br />ISSUES indicated that he agreed with the proposed guidelines submitted by the <br />Park & Recreation Director that if there are 10 years olds who want to try <br />out for the 12 and under team, they should be allowed to do so. <br />The Director indicated that the issue is whether or not 9 year olds will be <br />able to play. The Director stated that the Recreation Department's <br />position is that most 9 year olds do not have the physical capability to play <br />fastpitch. He also reported that there have been no requests from the <br />general public fora 10 and under fastpitch team. Slowpitch softball is <br />currently available for 9 and 10 year olds. The Director reported that the <br />Department is proposing that if 9 year olds are needed to fill out a lower <br />level 12 and under team, that the invitation would be extended to <br />interested 9 year olds to join the team. <br />Morelan asked if there was a 10 and under league offered. The Director <br />repotted that the Tri-County League does offer a 10 and under league. <br />Fahey agreed that in most cases it would be a stretch fora 9-year-old to <br />compete on a 12 and under team. However, a 9-year-old may be able to <br />compete on a 12 and under "C" team. Fahey felt the City should be pro- <br />
