MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2000 <br />Rosvold pointed out that the trade off in reducing the routes is a higher <br />frequency of service along Rice Street and expansion of the Roseville <br />Circulator route from Rosedale to Maplewood Mall. <br />Scalze pointed out the limited amount of residential development along <br />Rice Street. She felt that bus service should be provided to the areas <br />where people live. <br />Morelan asked about plans for a park and ride lot. Rosvold noted the plan <br />for a temporary transit hub at the Market Place Shopping Center. This <br />plan did not include a park and ride lot. Fahey indicated that the City has <br />enough property off the tax rolls and he was not interested in taking <br />additional land from the tax rolls for a park and ride lot. <br />Aaron Issacs, Metro Transit, indicated that they have submitted a grant <br />application to build a transit hub somewhere on Rice Street. The County <br />will be vacating their site at Rice Street and 694, and this location is a <br />possible site. However, the site would need the approval from the City of <br />Shoreview. Issacs reported that until that happens, they would like to put <br />a temporary transit hub near the Market Place Shopping Center. The hub <br />would be located within the public right-of--way for First Bank Drive. <br />Scalze asked if the transit hub would generate the need for parking. Issacs <br />replied that it would not. The hub would be a transfer station, although <br />there may be some casual parking needed for 40 to 50 cars at the most. <br />Scalze felt the need for parking spaces for 40 to 50 cars was a lot. She <br />pointed out that this area is a vital redevelopment area for the City, and it <br />is the City's hope that redevelopment will occur soon in this area. <br />Rosvold pointed out that the changes in transit routes proposed is a <br />hardship for some people. However, people who do not want to walk to <br />the new routes can drive to a park and ride lot. <br />Pedersen noted the distance from Grand Pre' to Rice Street. Rosvold <br />commented that to continue service to the Grand Pre' would be at the <br />expense of service on Rice Street. <br />Morelan pointed out that Grand Pre' is rental property. Therefore, <br />ridership from that complex would change as residents change. Morelan <br />indicated that he could see drawbacks to Metro Transit's plan for Little <br />Canada, and asked what the benefits were. <br />Rosvold reported that the benefit is increased service on Rice Street. <br />Morelan stated that he would agree that was a benefit if there was a park <br />
