MINUTES <br />CITY COUNCIL <br />MARCH 8, 2000 <br />Viking Drive (Rice to Flower) <br />Viking Drive (McMenemy to Edgerton) <br />Viking Drive (Edgerton to east) <br />Savage Lane (Sextant to north) <br />Gilanderi Lane <br />The Administrator reported that the State is proposing to pay the City <br />$202,197 as part of the turnback agreement, and noted that the State could <br />proceed with the turnbacks without any compensation to the City. The <br />Administrator pointed out that the City has already taken over the <br />responsibility for the maintenance of these roads. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000-3-56 -APPROVING THE MN DOT <br />TURN73ACK AGREEMENT AS PRESENTED AND AUTHORIZING <br />THE MAYOR AND CITYADMINISTRATOR TO EXECUTE THE <br />CONTRACT ON 73EHAI.F OF THE CITY OF LITTL E CANADA <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />SEWER & The City Administrator reported that he has reviewed the sewer and <br />WATER water budgets and is projecting that no rate increase is necessary for the <br />RATE sewer budget for the year 2000; however, an increase is necessary in <br />INCREASES water rates. Based on budget projections, a 5% rate increase appears to be <br />necessary to keep the water fund at a reasonable level. The City <br />Administrator presented a comparison of water rates charged by those <br />cities purchasing water from the City of St. Paul. This comparison shows <br />that Little Canada's rates are very competitive, only the City of Roseville's <br />rates are cheaper. The comparison also showed that those cities with their <br />own well systems have less expensive water rates. However, given that <br />this water is not softened, the homeowner has additional costs to soften the <br />water. <br />Morelan indicated that based on 25,000 gallons of water usage per quarter, <br />Little Canada's rates are the least costly, even less than the rate charged by <br />Roseville. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />
