MINUTES <br />CITY COUNCIL <br />MARCH 8, 2000 <br />that he would do more analysis of these properties to determine whether or <br />not sanitary sewer is available. <br />Mr. Morelan introduced the following ordinance and moved its adoption: <br />ORDINANCE NO. 508 - AN ORDINANCE AMENDING SECTION <br />205.OI0 AND ADDING SECTION 205.205 TO THE LITTLE CANADA <br />MUNICIPAL CODE RELATING TO THE SANITARY SEWER <br />SYSTEM <br />The foregoing ordinance was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Scalze, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />CITY/ The Public Works Director described the parking lot at the intersection <br />CHURCH of Little Canada Road and McMenemy Road as well as the fact that a <br />PARKING portion of the lot is owned by St. John's Church while the remainder is <br />LOT ISSUES owned by the City. The Director pointed out that there is an application <br />under review for the development of a ]ot abutting the parking lot, which <br />raises issues regarding access from the front of this lot. It was noted that <br />the development will also have access to the back of the lot across the a <br />couple of adjacent properties. <br />Scalze noted that the adjacent credit union and apartment building have <br />used this property for access for many years. <br />The Public Works Director pointed out that there is a 20 foot access <br />easement across a portion of the City's parking lot which provides access <br />for this lot to Little Canada Road. However, the driveway being proposed <br />on the lot does not abut the access easement. <br />Fahey asked if the City would consider the easement as sufficient access <br />for the lot to a public road. Fahey also questioned the need for dual access <br />- access at both the front and back of the lot. <br />The Council asked who was maintaining the parking lot. The Public <br />Works Director indicated that the City maintains the entire parking lot, <br />even the portion owned by St. John's Church. <br />Pedersen questioned the City's interest in the lot and suggested that it be <br />deeded to St. John's Church. Scalze noted that the City uses the parking <br />lot for overflow parking for the adjacent skating rink as well as the Old <br />
