MINUTES <br />CITY COUNCIL <br />MARCH 22, 2000 <br />TRAIL/ The City Engineer reported that he is finalizing the plans and specs <br />SIDEWALK for three trail improvements and one sidewalk improvement. The <br />IMPROVEMENTS sidewalk improvement is proposed along Lakeshore Avenue from County <br />Road C to Australian Avenue. The sidewalk is proposed to be concrete <br />and have a width of 6 feet. The trail improvements include a blacktop trail <br />along Centerville Road from the Water Works to Eli Road; reconstruction <br />of some existing trails in Spooner Park to 8 foot widths as well as a 12 <br />foot wide trail from the parking lot on Eli Road connecting to the existing <br />trail just south of the upper picnic shelter; reconstruction of the Aspen <br />Pond trail to 8 feet with the addition of more base and fabric. <br />The Council discussed the Lakeshore sidewalk, specifically whether it <br />should be 6 feet or 8 feet in width. It was the consensus of the Council <br />that a 6-foot wide sidewalk was more appropriate given the impact that the <br />sidewalk will have on adjacent properties as well as the fact that there is a <br />shoulder area along Lakeshore Avenue. The City Administrator indicated <br />that he will have a meeting with the impacted property owners to review <br />the plans for the sidewalk. <br />The Council discussed the plans for the 12-foot trail connecting from the <br />Eli Road parking lot in Spooner Park to the trail just south of the upper <br />picnic shelter. It was pointed out that this trail will serve as a staging area <br />for Canadian Days, will help in getting carnival equipment in and out of <br />the park, and will minimize the need for putting down and picking up <br />woods chips for the Canadian Days Celebration. <br />Council discussed the trail along Centerville Road and it was suggested <br />that the property owners north of Eli Road be contacted to determine if <br />they would be willing to grant any easements necessary so that the trail <br />could be extended to Pioneer Pa~~k. The City Administrator reported that <br />he will contact the property owners. However, if the interest is not there at <br />this time, Centerville Road is scheduled for reconstruction in 2003 and the <br />trail extension could occur as a part of that project. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI.
