MINUTT/S <br />CITY COUNCIL <br />APRIL 26, 2000 <br />Morelan pointed out that one of the issues the Council must address is that <br />if the CUP is granted, it runs with the property and can be transferred to <br />another business owner. The next billiard hall owner may not be a <br />conscientious as Melloy. <br />Melloy pointed out that the owner of the Market Place Shopping Center <br />has control because of the lease situation. <br />Fahey suggested that the CUP be made to be non-transferable unless there <br />is approval of the ownership by the Council. Fahey also indicated that at <br />this point he did not want to dictate the number of employees for astart-up <br />business. <br />Bob Grootwassink, owner of the Market Place Shopping Center, indicated <br />that the lease for the billiard hall cannot be transferred without his <br />approval. Grootwassink also reported that he has a billiard hall tenant in <br />his Burnsville shopping center, and there are no problems at this business <br />because of the security efforts in the parking lot at the center by the hall <br />owner. <br />Scalze asked if there would be a back access to the billiard hall. Melloy <br />reported that the only entrance to the billiard hall will be by the front door. <br />There is a back door in the space, but that will be utilized by employees <br />only. <br />Pedersen asked what it will mean to patrol the parking lot. Grootwassink <br />reported that at the Burnsville shopping center, billiard hall staff walk <br />through the parking lot and tell anyone who is loitering that they must <br />leave. <br />Morelan suggested that the premises be posted with a notice of the City's <br />curfew ordinance.
