MINUTES <br />CITY COUNCIL <br />APRiL 2G, 2000 <br />Morelan indicated that he is concerned about the activities that could <br />occur in association with this business, and asked Melloy his plans for <br />security. <br />Melloy reported that he would have security staff to maintain order within <br />his own establishment as well as within the parking lot, both in front of the <br />building and in the back, as well as the area near the railroad tracks. <br />Melloy reported that as the business grows and more people are on the <br />premises, the numbers of security staff will increase. <br />Scalze asked if Melloy would be the owner/manager of the business. <br />Melloy reported that he would and planned to be on the premises between <br />12 and 16 hours per day. Melloy reported that he will have four <br />employees, three of whom will be on the premises during the evening <br />hours and two during the day. <br />Morelan pointed out that at the Planning Commission, Melloy stated that <br />he would have 5 employees. <br />Melloy stated that over all there will be 5 employees. Morelan stated that <br />he was interested in the number of employees because his concern was <br />that proper security be provided at the billiard hall. <br />LaValle pointed out the past experiences the City has had with billiard <br />halls and the problem of loitering in the parking lot. LaValle stated that a <br />billiard hall is not a desirable business for the City unless the proper <br />supervision is provided, <br />Melloy stated that he understands the problems iu the parking lot and the <br />inability of an absentee owner to keep control. Melloy stated that his <br />intent was to control the parking lot as well as the area behind the building <br />to the best of his ability. <br />LaValle asked if Melloy was aware of the problems that he will encounter. <br />LaValle stated that he will support the business and give it a chance, but <br />indicated that Melloy will have to provide the necessary security. <br />Melloy reported that there is not a billiard hall in this country that he has <br />not been in. Melloy pointed out that there have never been problems at <br />any of the billiard tournaments that he has sponsored. Melloy reported on <br />the rise in the status of cue sports, and the fact that old stereotypes are <br />disappearing. He further stated that the previous situation at the Rice at C <br />Center will not be comparable to his business. <br />
