MINUTES <br />CITY COUNCIL <br />APRIL 26, 2000 <br />Morelan stated that he sees no reason for the improvement of Mitchell <br />Trail for this development. However, if the property division is approved <br />as submitted, Tract A would be subdividable and would need Mitchell <br />Trail for access. That given the fact that the house at 3244 Twin Lake <br />Road uses Mitchell Trail for access, Morelan felt that the standard size <br />cul-de-sac radius should betaken at this time. <br />Jim Klasness, Preferred Builders, reported that they have no use for <br />Mitchell Trail and are providing the cul-de-sac easement and additional <br />drainage and utility easements to assist the City. <br />Morelan was concerned that the future subdivision of Tract A would be <br />precluded without a fidl cul-de-sac easement being dedicated at this time. <br />Morelan pointed out that the improvement of Mitchell Trail may never <br />happen; however, the City should preserve the opportunity. <br />Fahey pointed out that an improved Mitchell Trail would likely only serve <br />two homes. Morelan felt that the easement area should be preserved now <br />while the City has the opportunity to obtain it. <br />Pedersen pointed out that the easement is located on Tract B and enlarging <br />it would limit the buildable area on Tract B. Fahey agreed that enlarging <br />the cul-de-sac impacts setbacks for Tract B. <br />Morelan suggested that the cul-de-sac could slide further east and should <br />touch the property at 3244 Twin Lake Road in order to provide future <br />access should it ever be improved. The City Planner noted that the cul-de- <br />sac should be placed in the right location so as not to preclude the future <br />subdivision of Tract A. Morelan agreed, but pointed out that the cul-de- <br />sac would have to serve the Klidzejs property as well. <br />Fahey agreed that the cul-de-sac easement would have to move toward the <br />Klidzejs house. Fahey suggested a 45-foot radius would be adequate <br />given the limited number of houses the cul-de-sac would serve. Morelan <br />suggested it may not be possible to move the cul-de-sac without taking <br />some land from the Klidzejs property. <br />Norma I{lidzejs, 3244 Twin Lake Road, pointed out that the Twin Lake <br />Road area is a very old neighborhood. She indicated that her home was <br />constructed 20 years ago, and since that time Codes have been changed. <br />I{lidzejs felt it was unrealistic to go into an existing neighborhood and try <br />to bring compliance with existing codes. Klidzejs reported that a member <br />of the Little Canada Fire Department lives in her neighborhood and he <br />indicated that there is no problem with access to her home via the present <br />
