I{lidzejs felt the character of the area would change if their <br />existing driveway situation were changed and Mitchell Trail were <br />improved. She pointed out that this would result in three homes having a <br />full-sized street on two sides. <br />I{lidzejs felt that subdividing a property was a big responsibility and <br />should not be just an issue of making a profit. The developer should work <br />with the neighbors to get the best subdivision possible. I{lidzejs also <br />noted the consideration that should be given to preserving the lake. <br />Klidzejs indicated that there other issues which should be addressed. The <br />first is that of the sanitary sewer easement and accessed to the manhole <br />down at the lake. Klidzejs pointed out that City trucks have access the <br />sewer line on the south side of the property given that this area is flatter <br />than the easement area along the north property line. She noted that the <br />Public Works Director is proposing a gravel underlayment be installed on <br />the easement to aid City vehicles in accessing the sewer manhole at the <br />lal<e. The easement width proposed is 20 feet, which will bring the <br />easement area within about one-foot of the new house being constructed <br />on the Mitchell property. I{lidzejs was also concerned that a retaining <br />wall may have to be built to protect the new house. I{lidzejs also pointed <br />out that a patio is likely to be constructed for the new house, and that patio <br />would be very close to or encroaching onto the easement. City vehicles <br />accessing the sewer line would be swerving to avoid the patio thus driving <br />off the easement and onto the Klidzejs property. I{Iidzejs reported that <br />she raised the issue of the new house location with the City and nothing <br />was done. <br />The Public Works Director reported that he had originally requested a 25- <br />foot easement and backed that off to 20 feet so that the drive area on the <br />easement would be 5 to 6 feet from the house. The gravel underlayment <br />proposed would support the vehicles. The Director felt that the slope of <br />the property was not an impediment to accessing the sewer line, but soil <br />conditions were. That is the reason the underlayment was recommended. <br />The City Administrator pointed out that the house being constructed meets <br />all setback requirements. The property is currently only one lot. At the <br />time the building permit was taken out for the house, the issue of the <br />future subdivision of the property was discussed with the developer. <br />However, the developer had the right to apply for the building permit for <br />the new house, and the house as located meets setback requirements. <br />Fahey pointed out that the Public Works Director has indicated that City <br />access to the sanitary sewer is likely to occur only once every three years. <br />
