MINUTES <br />CITY COUNCIL <br />APRIL 2G, 2000 <br />Therefore, access over the easement should not be a big imposition on <br />either the new home or the I{lidzejs property. <br />Pedersen asked the width of the underlayment base that the Public Works <br />Director is proposing. The Director replied that a 10 to 12 foot width <br />would be adequate. <br />Morelan asked if the improvement of the easement with the installation of <br />the gravel base would impact the drainage of the area, specifically <br />increasing run-off on the Klidzejs property. The Director reported that the <br />slope of the property would not be changed. The base would be installed <br />and turf re-established over the base. The City Administrator reported that <br />the Building Inspector looks at drainage as part of his review process and <br />there are currently some correction notices for the new house being <br />constructed which will be resolved now that road restrictions have been <br />lifted. <br />Aleks Klidzejs, 3244 Twin Lake Road, pointed out that the existing sewer <br />easement is I S feet and questioned why it is being increased to 20 feet. <br />I{lidzejs noted that the distance from the property line to the corner of the <br />house is 22 feet. I{lidzejs pointed out that since an easement cannot be <br />encroached on, the new house has no room at this corner for a patio or a <br />wrap-around deck. Klidzejs was also concerned about maintenance of the <br />easement area and the possible wash over of material onto his property. <br />I{lidzejs felt that the easement should remain at 15 feet so that a retaining <br />wall could be built to prevent the wash out of materials onto his property. <br />Fahey pointed out that if a property owner approached the City with a <br />reasonable use of an easement area that did not impede the City's use of <br />the area, he would support it. LaValle pointed out that several years ago <br />the City required a property owner to remove a pool that was encroaching <br />onto City property. <br />Scalze pointed out that Preferred Builders is not concerned about being <br />able to construct awrap-around deck on the new house. Aleks Klidzejs <br />indicated that Preferred Builders will sell the house and will be gone. <br />Klidzejs felt that a 20-foot easement was not better than a 15-foot <br />easement. Morelan noted that if the easement area had to be dug up, the <br />20 feet would be necessary. <br />Aleks Klidzejs felt that the future homeowner of the property needed to be <br />considered and there should be some flexibility for the installation of a <br />patio or deck on the property. <br />
