MINUTES
CITY COUNCIL
MAY 9, 2000
planting until the intersection. At the intersection there will again be
amenities to match those west of the railroad tracks.
Pedersen asked about maintenance of the plantings. The Public Works
Director reported that his department is prepared to do the maintenance. It
was noted that with the exception of the annuals, the landscaping being
proposed should require minimal maintenance efforts. It was also noted
that there is irrigation proposed at the major landscaping elements.
Morelan asked about pedestrian traffic at the intersection of Little Canada
Road and County Road C. The City Engineer described the crossing
patterns being proposed at this intersection. It was noted that the island
will be reconstructed with the same geometries as presently exist.
Council reviewed the placement of street lights, and it was agreed that
street lighting should be placed on the north side of the street as
recommended by the Public Works Director.
Council discussed whether or not outlets should be installed in the street
lights so that either the City or business community could make use of this
feature for decorative displays. It was noted that the addition of outlets on
all the proposed street lights would cost approximately $10,000. Pedersen
indicated that he did not feel the business community that existed along
Little Canada Road would make use of the outlets. He felt that the
businesses would tend to decorate on their own property rather than make
use of the street lights.
Fahey noted that the bowling alley property may some day redevelop with
the type of businesses that may want to make use of outlets on street
lights. Fahey felt that if outlets are included on the street lights, they
should be on each light.
Pedersen felt the $10,000 add-on cost for the outlets was quite expensive
when the City does not have a good use for this feature. Fahey asked if
the expenditure could be justified. Morelan suggested that there may be
the need for some directional lighting. Scalze pointed out that directional
lighting occurs on the ground rather than on street lights.
Council again discussed the concrete versus pavers, and Fahey felt it
would be helpful ifthe Council were presented with information on where
colored concrete has been used so they could take a took at it. The Public
Works Director pointed out that it has been used at the Shoreview Library
on Highway 96.
to
