MINUTES <br />CITY COUNCIL <br />MAY 23, 2000 <br />*APPROVING SALARY SCALE FOR THE PAYROI.L/UTILITY <br />BILLING CLERK; <br />*APPROVING THE COMMUNICATION DEVELOPMENT BLOCK <br />GRANT JOINT COOPERATIVE AGREEMENT AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE OIV BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (3) Fahey, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />ACTION PLAN Mrs. Scalze introduced the following resolution and moved its adoption: <br />WORKSHOP <br />RESOLUTION NO. 2000-5-737 - CAI.I.I.ING FOR A WORKSHOP <br />ON WEDNESDAY, JUNE ]3, 2000 AT 6 P.M. TO REVIEW GOAL <br />SETTING ACTION PLANS <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (3) Scalze, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />JOINT POWERS The City Administrator reported that the Vadnais Heights City Council <br />AGREEMENT recommended an amendment to the Joint Powers Agreement relating <br />WITH VADNAIS to the Twin Lake Pines plat. That amendment would require Little <br />HEIGHTS Canada to pay 25% of the cost of improvements to the intersection of <br />Twin Lake Blvd. and Vadnais Blvd. The original language called for <br />Little Canada's share of the cost to be up to 25%. The improvements <br />planned for the intersection will make it more of a 90 degree intersection <br />to improve safety. The Administrator pointed out that the intersection <br />does not lie in Little Canada; however, a portion of Twin Lake Blvd. does <br />lie in Little Canada. Under terms of the agreement, Vadnais Heights <br />would pay 25% of the costs and the County would pay the remaining 50%. <br />The Council discussed the reasonableness of Little Canada's paying 25% <br />of the intersection improvement costs. Given the use of the intersection <br />by Little Canada property owners as well as the fact that the Joint Powers <br />Agreement addresses the issue of Vadnais Heights bringing water main <br />into the Twin Lake area, Council was in agreement with the change. <br />The City Administrator pointed out that the City will have the ability to <br />use MSA Funds toward these improvement costs. <br />12 <br />
