UTION NO. 2000-8-186 -CALLING FOR A WORKSHOP
MEETING ON WEDNESDAY, AUGUST 23, 2000 AT 6 P.M. TO
REVIEW VARIOUS THOROUGHFARE PLANS AND RIGHT-OF-
WAY ISSUES
The foregoing resolution was duly seconded by Morelan.
Ayes (3) Fahey, Morelan, Pedersen.
Nays (0). Resolution declared adopted.
CABLE TV/ The Deputy Clerk reviewed her report dated August 4°' regarding Cable
TELECOMMUN- TV/Telecommunications issues. She noted that the merger of AT&T and
ICATIONS Media one has now been completed and there will be a name change soon
ISSUES to AT&T Broadband. She further noted that the North Suburban Cable
Commission has received applications for franchises fi~om two companies,
Wide Open West and Everest. These applications are being reviewed to
determine the companies capabilities from a legal, technical, and financial
standpoint. Business and construction plans will also be reviewed as part
of the process.
The Deputy Clerk noted that AT&T Broadband currently provides
community and institutional access as part of their franchise agreement.
Rather than duplicating these services, alternative requirements of the
same value can be required from new companies granted competitive
franchises. Therefore, the Deputy Clerk asked for any suggestions that the
Council might have. Morelan suggested the potential for interactive use
might be one area to explore.
Morelan asked if a new franchise would be required to place its
infrastructure underground. The Deputy Clerk stated that it is her
understanding that a new company would install infrastructure
underground when existing utilities are underground and overhead where
existing utilities are overhead. Morelan suggested that the City require all
new infrastructure to be underground, and pointed out that the City made
this requirement of MediaOne when their recent franchise was
renegotiated. The Deputy Clerk indicated that she would determine
whether or not the City enacted this requirement.
