MINUTES <br />CITY COUNCIL <br />SEPTEMBER 13, 2000 <br />The Director indicated that prior to raising the issue with the Council, a <br />meeting was held with the coaches involved in the City's fastpitch <br />program. Based on their input, the matter was brought to the Council. <br />The Director reported that after the Council approved combining the <br />City's fastpitch program with the Roseville association, a letter was sent to <br />the parents of the City's participants. No negative comments were <br />received. The Director also reported that he is working to get Little <br />Canada representation on the board of directors of the association. <br />Scalze indicated that some parents feel they were left out of the process, <br />and their concern is with the loss of identity for the Little Canada program. <br />It was the consensus of the Council that the matter should be presented to <br />the Parks & Recreation Commission so that the Commission can gather <br />information and ideas for making the transition a smooth one. Morelan <br />pointed out that it should be made clear that the issue is not on the table, <br />decision has been made. However, the Commission's goal would be to <br />facilitate the transition. <br />SCULLEY John Sculley, 3000 LaBore Road, asked about the possibility of rezoning <br />PROPERTY - his property to agricultural so that he can keep his property taxes at a <br />LABORS reasonable level. <br />ROAD AREA <br />The City Administrator explained the process for consideration of a <br />rezoning request. It noted that in considering a rezoning the Council will <br />look at whether or not the use would be incompliance with the <br />Comprehensive Plan. <br />Fahey indicated that he would not be supportive of rezoning the property <br />to agricultural and pointed out that this is a residential area. He noted that <br />the Council must consider what is the best long-term use of the area, and <br />he did not believe that was agricultural. <br />Sculley raised the wetland issues that are being researched for this area, <br />and pointed out that there are other wetland areas in the City which have <br />been filed, i.e., the Viking Drive/McMenemy Road area. Sculley asked <br />how he could obtain a fill permit for his property. Fahey noted that a fill <br />permit would require Watershed approval. <br />The City Administrator noted that the Wetland Preservation Act that was <br />adopted in the 1990's changed requirements for filling wetlands making <br />these requirements much more restrictive.
