MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2000 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Scalze, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />CONSENT Mrs. Scalze introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTIONNO. 2000-9-235 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOI.I,OWING: <br />*APPROVAL OF THE FEMA SUI3-GRANT AGREEMENT AND <br />AUTHORIZING THE MAYOR AND THE CITYADMINISTRATOR <br />TO EXECUTE THE AGREEMENT ON 73EHAI.F OF THE CITY; <br />*APPROVAI, OF PAY RED VEST FOR L ITTLE CANADA <br />IMPROVEMENT PROJECT AS RECOMMENDED BY THE PU73I IC <br />WORKS DIRECTOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />QUIRIN Morelan questioned the purchase price for the Quirin property as <br />PURCHASE recommended by the City Administrator noting that the price is three <br />AGREEMENT times the amount of the appraisal that the City had done four years ago. <br />Morelan questioned that the property was worth the $32,256 <br />recommended by the Administrator. <br />Scalze pointed out the amount of deferred and special assessments that the <br />City has levied against this property. <br />Fahey asked if the City had verified that Mr. Quirin had indeed purchased <br />the property at a price of $11,000 in 1979. The City Administrator replied <br />that he took Mr. Quirin at his word relative to the purchase price. <br />Morelan felt that what Mr. Quirin purchased the property for was <br />irrelevant. He felt the question was what the property was worth today. <br />Morelan indicated that he understood the City Administrator's rational for <br />the $32,256 purchase price, but felt that this rational was irrelevant as <br />well. Morelan felt that the appraisal should be the basis for purchase <br />price. Morelan suggested that the City may want to update the appraisal. <br />The City Administrator estimated that an updated appraisal would cost <br />$500. The Administrator also reported that the appraiser had indicated <br />II <br />
