MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2000 <br />that this is a difficult piece of property to establish a value for pointing out <br />that the property has been rezoned since Mr. Quirin purchased it and that <br />the new zoning standards make the property an unbuildable lot from a <br />commercial standpoint. The Administrator pointed out that the property <br />would have value to the redevelopment of the Country Drive area as this <br />would provide for setbacks and green area. <br />The Administrator pointed out that the City has been paying other <br />property owners $2.56 per square foot in this area, and stated that he was <br />comfortable with the same offer being extended for the Quirin property. <br />Fahey agreed that the $2.56 per square foot is not in conformity with the <br />appraised value of the property, but pointed out that it is consistent with <br />the purchase price of other redevelopment properties in this area. Fahey <br />stated that he was comfortable with that amount. <br />Scalze pointed out that $2.56 per square foot has been paid for flat, usable <br />land, and this property is not buildable. <br />Fahey pointed out that the property will eventually be combined with <br />other parcels for a redevelopment project. The property has value as it can <br />be used for green area. Fahey noted that the City has been trying to <br />acquire these redevelopment parcels as they become available, and the <br />City now has the opportunity to acquire this property. <br />The City Administrator reported that the City recently purchased 2805 <br />Country Drive and is discussing acquisition of 2825 Country Drive with <br />the property owners. There is no change in the status of 2828 and 2801 <br />Country Drive at this time. <br />Pedersen pointed out that the City has been paying $2.56 per square foot <br />for other properties along Country Drive, and felt that was a good rational <br />for the purchase price for the Quirin property. Fahey noted that taking <br />Quirin's $11,000 purchase price and tying in the CPI brings the value to <br />approximately the $32,000 the City Administrator is proposing. <br />Morelan felt the 1979 purchase price was irrelevant. He indicated that he <br />lead a problem with paying three times the appraised value of a property <br />and felt that such a transaction was not good accountability to the public. <br />Pedersen pointed out the difficult nature of the property and establishing <br />an appraised value for it. He felt the $2.56 paid for other properties was a <br />good basis for the purchase price of this lot. <br />12 <br />
