MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2000 <br />enforcement problem since the fence is closer than 40 feet. Morelan asked <br />if the location of the fence could be moved. <br />Evans indicated that the fence is place so as not to interfere with moving <br />equipment in and out of the site. <br />Morelan pointed out that given the placement of the fence, half of the area <br />can be used for storage and half cannot. Morelan again pointed out that <br />this will be a difficult enforcement issue. <br />Evans pointed out that while there are slats in the fence, you can see into <br />the fenced in area, and the City will know if storage is occurring in the <br />required front yard. <br />Morelan reported that he looked at the site this evening and there was a <br />flatbed truck being stored in the required front yard. Morelan asked what <br />other cities would require to delineate an outdoor storage area. Morelan <br />suggested that fencing should be either around the outdoor storage area or <br />on the property line, not halfway in between. <br />The City Planner indicated that other cities are faced with the same <br />problem of policing and enforcement of outdoor storage. <br />Evans pointed out that the lot angles and that is a challenge in utilizing the <br />property. She also noted that they are not completely finished with clean <br />up of the site. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Pedersen, the hearing was closed <br />Morelan asked what the center area of the concrete curb island separating <br />the driveways on Spruce Street would be finished in. Evans reported that <br />they planned to surface this area in rock. She pointed out that given the <br />truck traffic in and out of the site, it is difficult to keep trucks off the <br />island. She felt a grass area would not hold up well. <br />Council discussed this and the consensus was that the concrete island <br />would need to be grass or landscaped similar to requirements made of <br />other properties in Ryan Industrial Park. <br />Mr. LaValle introduced the following resolution and moved its adoption <br />
