Scalze stated that she was not interested in how <br />the property could redevelop in the future, and felt that the Council should <br />be looking at the highest and best use for the site at present. Scalze did <br />not favor a warehouse facility and did not feel this type of facility would <br />bring sufficient tax dollars to the City. <br />Biagini reported that he is guaranteeing tax revenue to the City though <br />TIF, and that no matter what the use of the building is, the City will get the <br />same tax revenue from it. Biagini stated that he was not proposing to <br />build something that will look good in the future. He pointed out that the <br />building will look good now! The proposed building will match the <br />existing building to the south. Biagini also pointed out that he is <br />proposing additional landscaping over what lie had previously proposed. <br />Fahey stated that he was comfortable with the concept being proposed <br />subject to the recommendations of the City Administrator relative to the <br />revised development agreement and with the provision that outdoor <br />storage would be an excluded use. Fahey felt that the bottom line was the <br />amount of tax dollars that would be generated by the project. <br />Scalze felt that the 50/50 split of office/warehouse was never intended, <br />and again indicated that the City should be looking for the highest and best <br />use of the property. Scalze stated that she was not interested in using the <br />TIF District for less of a project than what the City intended on the site. <br />Fahey pointed out that the Biagini proposal is not designed as a pure <br />warehouse building, and noted the extra design factors being added to the <br />building that will provide flexibility in the use of the building in the future. <br />Fahey indicated that he was comfortable with the proposal given the tax <br />revenue the project will generate and subject to the recommendations of <br />the City Administrator. <br />Biagini asked for conceptual approval of his proposal. <br />LaValle indicated that he was comfortable with the proposal and noted the <br />possibility that the use of the building could change in the future from <br />warehouse to office. <br />Pedersen felt that the market will determine the highest and best use of a <br />property, and the market has not told the City that an office building is the <br />highest and best use. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />to <br />
