MINUTES <br />CITY COUNCIL <br />OCTOBER 25, 2000 <br />Adamson reported that there are rules that must be followed in utilizing a <br />caterer's permit, and he indicated that he follows these rules. <br />Pedersen asked how liquor violations would be addressed under this <br />situation. The City Attorney replied that his office would prosecute liquor <br />violations under State Law. He noted, however, that Little Canada would <br />not have authority to revoke a North St. Paul liquor license. Little Canada <br />could revoke its Conditional Use Permit. <br />Fahey suggested that it was unfair that K & J Catering could avoid having <br />to pay Little Canada's on-sale liquor license fee. He suggested that as a <br />condition of issuing the CUP, the City establish a fee based on calls for <br />service at the rental hall. LaValle did not agree with basing the fee on <br />calls for service pointing out that this might result in the Sheriff's <br />Department not being called when it should have been. LaValle suggested <br />that an annual fee be established and that the City review that fee each <br />year to ensure that it is adequate. <br />Pedersen pointed out the Planning Commission's recommendation that an <br />off-duty police officer be on premises during an event at the rental hall. <br />Pedersen suggested that this would help limit potential problems. <br />Fahey again stated that a reasonable fee should be established in lieu of K <br />& 7 Catering paying the on-sale liquor license fee. <br />Scalze pointed out that if the CUP is approved, I{ & J Catering could be <br />open 7 nights per week resulting in the rental hall operating as a restaurant <br />and a bar. <br />Kurt Adamson indicated that his arrangement with the property owner is <br />that he has access to the rental hall on Friday's and Saturday's. There is a <br />music school that operates in the hall the remainder of the week. <br />It was noted that the previous rental hall had a consumption and display <br />license that allowed patrons of the hall to bring in their own liquor with <br />the operator of the hall selling set-ups. Tom Conroy, owner of the <br />building, indicated that this arrangement provides better control over <br />issues such as consumption by minors and cutting off the sale of alcohol to <br />people who are intoxicated. <br />Adamson reported that K & J Catering has a clean record in the City of <br />North St. Paul. They require off-duty police officers at any rental <br />occasions, and these officers enforce the liquor laws during these events. <br />Scalze asked what other cities do in relation to their community centers <br />
