MINUTES
CITY COUNCIL
OCTOBER 25, 2000
Fahey suggested that a reasonable fee should be established, and
suggested that City staff put together a recommendation as to what that fee
should be based on K & J Catering operating a rental hall two days per
week. Fahey noted that some consideration should be given for the fact
that an off-duty policy officer would be on the premises.
Scalze asked if K & J Catering was operating under this arrangement
anywhere else.
Adamson reported that they have catered events in other cities and have
utilized their caterer's permit. Under the permit, they are required to
notify the local law enforcement authority when they are catering an event
in another city at which they will be selling alcohol. Adamson pointed out
that alcohol is incidental to the food service that they are providing at their
rental events.
Scalze suggested that action on this CUP request be tabled until the
Council has more information on the State Law.
Fahey stated that he did not have a problem with the CUP as long as a
reasonable fee is established.
Scalze asked what is done at community centers. Adamson noted that the
City of Shoreview has catered events at their community center. One of
the requirements that Shoreview has is that alcohol sales must be done by
a vendor that is on Shoreview's approved list.
Pedersen asked why this issue is before the Council. The City
Administrator pointed out that the Zoning Code requires issuance of a
CUP to allow commercial recreation businesses to sell alcohol.
Fahey suggested that City staff find out the standards that Shoreview has
in order for a business to get on their approved liquor list. Fahey agreed
that the matter should be tabled for two weeks in order to allow staff time
to obtain additional information.
LaValle also suggested that staff put together a recommendation on an
annual fee.
Scalze questioned whether this arrangement was detrimental to the City's
local businesses.
