MINUTES <br />CITY COUNCIL <br />NOVEMBER 8, 2000 <br />Fahey pointed out that if the building were sold another use would still <br />have to address the issues of air quality and lack of insulation in the <br />building. <br />Scalze was concerned that the sale of the building and property to another <br />use would result in an outdoor storage problem for the City. Morelan felt <br />that the City could govern outdoor storage under a Conditional Use <br />Permit. It was suggested that the City could divide the property and retain <br />the open area preventing a business from utilizing it for outdoor storage. <br />Oertel also suggested that the building was useful as a cold storage <br />building for equipment such as a Parks Department would use. Fahey <br />suggested that perhaps an option would be to sell the Old Fire Hall and <br />move the Parks Department to the Public Works Garage. <br />Fahey stated that he was not comfortable with putting a lot of money into <br />a building that is inadequate to meet Public Works' needs. Fahey pointed <br />out that Frattalone Excavating is considering relocating, and suggested <br />that an option would be for the City to look at that facility for the Public <br />Works Garage. <br />Scalze pointed out that the property being considered as the new location <br />for Frattalone Excavating was rezoned to PUD with the thought that this <br />would be a good location for a corporate headquarters. Scalze did not feel <br />the outdoor storage needed by Frattalone Excavating was a good use of <br />this property. <br />Scalze pointed out the estimate that a new site for the Public Works <br />Garage would cost $86,000. Scalze questioned if this number was <br />adequate. <br />Oertel estimated that two acres of property would be needed for a new <br />garage site. <br />The City Administrator indicated that he could not say at this point that a <br />new Public Works Garage was needed. He pointed out that Public Works <br />staff is not working inside the garage full-time; therefore, he was not sure <br />of the magnitude of the air quality issue. However, over time the building <br />will reach the point where another building would be needed. The City <br />Administrator pointed out that the question is whether or not land would <br />be available at that time. <br />The Administrator pointed out that the Public Works staff and Parks staff <br />do function as one unit.
