MINUTES <br />CITY COUNCIL <br />NOVEMBER 8, 2000 <br />Fire Hall facility used by the Parks Department given decreased travel <br />time between the building and parks. <br />With regard to the Frattalone site, the City Administrator agreed that there <br />is the potential to use the shop area for Public Works, subdivide property <br />off for development, and possibly sell the metal building on the property <br />to Precision Tree for their business. He also noted the fuel system in the <br />Frattalone property and the potential for the County and St. Paul Water <br />Department to utilize that system. <br />Scalze commented on the Spruce Street site that Frattalone is considering <br />and pointed out that there are good soils in that area. She questioned why <br />the City would allow a large equipment yard on a site with good soils. <br />Fahey was not sure that the property was a prime site for a corporate <br />headquarters. Morelan indicated that he could live with outdoor storage <br />on this property, and felt the issue was building valuation. The City <br />Administrator indicated that Mr. Frattalone indicated he is considering a <br />$4 million project, but he was not sure what that consisted of. <br />Scalze indicated that she did not think the City could afford to purchase <br />the Frattalone property for a City garage site. <br />Fahey pointed out that the issue before the Council was whether it makes <br />sense to patch up the Public Works Garage or begin looking for a new <br />piece of property. Morelan felt the next step was to see what sites are <br />available. Pedersen asked if there were any properties available in Ryan <br />Industrial Park. The City Administrator indicated that a potential site <br />would be the two parcels of land owned by Mr. Schreier. However, <br />Precision Tree is getting ready to finalize a deal with Mr. Schreier for one <br />of the sites. <br />Morelan asked if the Public Works Garage was a potential site for <br />Precision Tree. The City Administrator believed that the garage doors on <br />the building are not high enough. <br />LaValle felt that some hard costs were needed on the components that <br />need upgrade at the Public Works Garage. LaValle suggested that the <br />City obtain some estimates from local contractors for these improvements. <br />He pointed out that with the improvements, the City may be ab]e to get <br />another 30 years out of the garage. <br />Fahey pointed out that the architect has indicated that the existing building <br />is inadequate from a space standpoint.
