MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2000 <br />The City Administrator noted that there are a number of concerns relating <br />to the various improvements, and these are outlined on page 11 of the <br />Engineer's feasibility report. The first deals with increasing the maximum <br />street assessment cap from $45.00 per front foot to $47.25. The second is <br />an increase in the water main assessment cap from $4,935 per lot to <br />$5,231. Other concerns relate to cul-de-sac size for Bluwood Avenue, the <br />residents opposition to concrete curb and gutter on Sextant Avenue and <br />reconstruction of this street all the way to McMenemy Street. There are <br />also several issues related to street width, water main, and on-street <br />parking in the Twin Lake area. <br />Scalze felt that the Sheriffls Department should be contacted for an <br />opinion on posting the Twin Lake area as no parking. The City <br />Administrator agreed, but also suggested that a survey of the property <br />owners in the area should also be done. <br />The City Engineer pointed out that the City needs to get some assurances <br />from Vadnais Heights on the timetable for upgrading water treatment <br />facilities to address the concerns of the Twin Lake area property owners <br />with regard to Vadnais Heights' water quality. Another variable is <br />determining from Vadnais Heights the cost ofproviding the Little Canada <br />water main loop through the Twin Lakes area so that a cost study can be <br />done to determine if tlris is a feasible option. <br />Morelan asked if the issue of getting Little Canada water main under the <br />freeway to the Twin Lake area was being considered. The City <br />Administrator indicated that a cost estimate is being prepared for this <br />option. <br />The City Engineer was hopeful that he would have answers to the <br />questions asked at the neighborhood meeting in time for the improvement <br />hearing on January 17°i. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000-72-296 -APPROVING THE INCREASE IN <br />MAXIMUM ASSESSMENT STREET ASSESSMENT TO $47.25 PER <br />FRONT FOOT AND AN INCREASE IN MAXIMUM WATER MAIN <br />ASSESSMENT TO $5,231 PER FRONT FOOT AS RECOMMENDED <br />BYTHE CITYENGINEERAND CITYADMINISTRATOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Pahey, Pedersen, LaValle. <br />Nays (0).
