MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2000 <br />this building will be large enough for them and is considering a 100,000 <br />square foot facility in St. Paul. <br />Scalze pointed out that the City must consider the future use of the <br />building. Scalze felt that if Simon Delivers vacates the building, as a <br />90/10 warehouse/office split, a new user could come in that would <br />generate a great deal of traffic. Scalze pointed out that there is little <br />undeveloped property within the City and felt that the property that is left <br />should be developed to the utmost. Scalze felt that to change from the <br />50/50 split of warehouse/office to a 90/10 split was too great a change. <br />Scalze also pointed out the impact on the City's tax revenues. <br />Biagini pointed out that his development agreement requires that he pay <br />the same amount of taxes on the property as would be generated with a <br />50/50 warehouse/office building. This tax revenue is guaranteed for the <br />term of the bond issue, that is 13 years. <br />LaValle questioned that traffic was even an issue given the 100+ school <br />buses which use Country Drive each day. However, he did agree that the <br />overhead doors and tax base were issues of concern. <br />Jack Bougie, Condit Street, asked about the Simon Delivers business. <br />Biagini reported that Simon Delivers is an Internet grocery delivery <br />business. The facility proposed on Country Drive would handle the <br />distribution of groceries to private homes in this area. Semi trucks would <br />deliver groceries to the distribution center for repackaging and deliver via <br />vans to private homes. It is proposed that the delivery vans would be <br />parked and loaded inside the building. <br />Bougie asked if there would be refrigeration units on the semi trucks and <br />pointed out the noise generated by this units. Biagini was not sure, but <br />pointed out that the semis would be backed inside the building with <br />approximately 10 feet of the fronts of the trucks sticking out of the <br />building. The semis would be unloaded, and grocery orders assembled <br />and re]oaded into delivery vans. <br />Biagini reported that there would be some cooling inside the warehouse <br />facility to accommodate the operation of the business during the summer <br />months. <br />Elaine Zoch expressed concern about the semis backing into the building <br />and the noise that the back-up alarms would generate. <br />Fahey pointed out that the area is zoned for business, therefore, there is a <br />certain amount of noise that will occur.
